The overall objective of this co-operation is to: “build the capacity of the local authorities for better governance and efficient delivery of services to their respective inhabitants”. This objective is further broken down to specific objective under the four components which include: Education, Environment, Administration and Tourism.

The benefits that will be gained by the municipal councils in this
co-operation are mainly in capacity building, which will touch all the members of staff and improve the service delivery in municipalities. Capacity building is mainly human resource building and also small-scale infrastructure investments are parts of development projects.

Activities in this co-operation will include trainings, projects on the ground in the south and educational/working visits to the partner municipalities both in Finland and Kenya. These activities will take place over the three-year duration and will allow for the staff of local authorities to have a first hand experience of the challenges and achievements of their partners.
